Hi. This is not a browser problem. For some reason, at times CSS from your server do not load. Do you use latest Joomla version?
Try rename the existing .htaccess to htaccess-old.txt and exixsting htaccess.txt to .htaccess. Then clean Joomla and browser cache and check
